Termal kapl\u0131calar, tarihi \u015fifahaneler, T\u00fcrk hamamlar\u0131 T\u00fcrkiye\u2019de sa\u011fl\u0131k hizmetlerinin geleneksel y\u00f6nlerini g\u00f6zler \u00f6n\u00fcne sermektedir.<\/p>\n\n\n\n<p>Osmanl\u0131 devletinin son d\u00f6nemlerinde ve T\u00fcrkiye Cumhuriyeti\u2019nin 80 y\u0131ll\u0131k birikiminde de iyi e\u011fitim alm\u0131\u015f doktorlar, modern hastaneler ve geli\u015fmi\u015f sa\u011fl\u0131k hizmetleri ile T\u00fcrk vatanda\u015flar\u0131na ve \u00fclkemize gelen turistlere hizmet verilmi\u015ftir. T\u00fcm bu tecr\u00fcbelerden yararlanarak son 9 y\u0131lda uygulamaya konulan \u201cSa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u201d sayesinde T\u00fcrkiye sa\u011fl\u0131k hizmetlerinde d\u00fcnyaya \u00f6rnek olacak b\u00fcy\u00fck bir geli\u015fme ve at\u0131l\u0131m\u0131 ortaya koymu\u015ftur.<\/p>\n\n\n\n<p><strong>Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131<\/strong><\/p>\n\n\n\n<p>Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u2019n\u0131n temel amac\u0131; \u201cHerkes i\u00e7in ula\u015f\u0131labilir, nitelikli ve s\u00fcrd\u00fcr\u00fclebilir sa\u011fl\u0131k hizmetinin, etkili, kaliteli, verimli ve hakkaniyete uygun bir \u015fekilde sunulmas\u0131\u201d olarak tan\u0131mlanabilir. \u0130nsan odakl\u0131 \u2018Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u2019 ile geli\u015fmi\u015f \u00fclkelerin 20 y\u0131lda ba\u015faramad\u0131klar\u0131n\u0131 T\u00fcrkiye 8 y\u0131lda ba\u015farm\u0131\u015ft\u0131r. Bu \u00f6rnek te\u015fkil eden bir durumdur.<\/p>\n\n\n\n<p><strong>1980-2002 YILLARI ARASI SA\u011eLIK POL\u0130T\u0130KALARI<\/strong><\/p>\n\n\n\n<p>Anayasan\u0131n 60. maddesi \u201cHerkes sosyal g\u00fcvenlik hakk\u0131na sahiptir ve Devlet bu g\u00fcvenli\u011fi sa\u011flayacak gerekli tedbirleri al\u0131r ve te\u015fkilat\u0131 kurar\u201d der. Ayr\u0131ca Anayasan\u0131n 56. Maddesi\u2019nde \u201cDevlet, herkesin hayat\u0131n\u0131, beden ve ruh sa\u011fl\u0131\u011f\u0131 i\u00e7inde s\u00fcrd\u00fcrmesini sa\u011flamak; insan ve madde g\u00fcc\u00fcnde tasarruf ve verimi art\u0131rarak, i\u015fbirli\u011fini ger\u00e7ekle\u015ftirmek amac\u0131yla sa\u011fl\u0131k kurulu\u015flar\u0131n\u0131 tek elden planlay\u0131p hizmet vermelerini d\u00fczenler. Devlet, bu g\u00f6revini kamu ve \u00f6zel kesimdeki sa\u011fl\u0131k ve sosyal kurumlardan yararlanarak, onlar\u0131 denetleyerek yerine getirir\u201d h\u00fckm\u00fc getirilmi\u015ftir.<\/p>\n\n\n\n<p>Ayn\u0131 maddede \u201cGenel Sa\u011fl\u0131k Sigortas\u0131 kurulabilece\u011fine\u201d dair bir h\u00fck\u00fcm de yer alm\u0131\u015ft\u0131r.<\/p>\n\n\n\n<p><strong>\u00c7al\u0131\u015fmalar\u0131n\u0131n ana bile\u015fenleri \u015funlard\u0131:<\/strong><\/p>\n\n\n\n<p>1990\u2019l\u0131 y\u0131llarda y\u00fcr\u00fct\u00fclen Sa\u011fl\u0131k Reformu \u00e7al\u0131\u015fmalar\u0131&#8217;n\u0131n Ana Bile\u015fenleri \u015eunlard\u0131:<br>1. Sosyal g\u00fcvenlik kurumlar\u0131n\u0131n tek \u00e7at\u0131 alt\u0131nda toplanarak Genel Sa\u011fl\u0131k Sigortas\u0131n\u0131n kurulmas\u0131,<br>2. Birinci basamak sa\u011fl\u0131k hizmetlerinin aile hekimli\u011fi \u00e7er\u00e7evesinde geli\u015ftirilmesi,<br>3. Hastanelerin \u00f6zerk sa\u011fl\u0131k i\u015fletmelerine d\u00f6n\u00fc\u015ft\u00fcr\u00fclmesi,<br>4. Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131\u2019n\u0131n koruyucu sa\u011fl\u0131k hizmetlerine \u00f6ncelik veren sa\u011fl\u0131k hizmetlerini planlay\u0131p denetleyen bir yap\u0131ya kavu\u015fturulmas\u0131.<\/p>\n\n\n\n<p>G\u00f6r\u00fcld\u00fc\u011f\u00fc gibi bu d\u00f6nem \u00f6nemli teorik \u00e7al\u0131\u015fmalar\u0131n yap\u0131ld\u0131\u011f\u0131 ancak bunlar\u0131n yeterince uygulama alan\u0131n\u0131n bulunamad\u0131\u011f\u0131 bir d\u00f6nem olmu\u015ftur.<\/p>\n\n\n\n<p><strong>2003 \u2013 2011 YILLARINDA SA\u011eLIK<\/strong><\/p>\n\n\n\n<p>D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc\u2019ne g\u00f6re, bir \u00fclkenin sa\u011fl\u0131k sistemi, herkese gerekli olan sa\u011fl\u0131k hizmetinin y\u00fcksek kalitede verilmesini sa\u011flayacak \u015fekilde tasarlanmal\u0131d\u0131r. Bu hizmet etkili, kar\u015f\u0131lanabilir maliyette ve toplumca kabul g\u00f6ren tarzda olmal\u0131d\u0131r. Her \u00fclkenin bu fakt\u00f6rleri g\u00f6z \u00f6n\u00fcnde tutarak kendi \u00f6zg\u00fcn sa\u011fl\u0131k sistemlerini geli\u015ftirmesi \u00f6nerilmektedir.<\/p>\n\n\n\n<p>Yaln\u0131zca \u015fehirlerde de\u011fil, k\u00f6ylerde de \u201c112 Acil Sa\u011fl\u0131k\u201d hizmeti sunulmaya ba\u015fland\u0131, istasyon say\u0131s\u0131 artt\u0131r\u0131l\u0131p, ambulanslar en son teknolojilerle donat\u0131ld\u0131. Sisteme, hava ve deniz ta\u015f\u0131ma ara\u00e7lar\u0131 eklendi. Ba\u015fta koruyucu sa\u011fl\u0131k ve ana-\u00e7ocuk sa\u011fl\u0131\u011f\u0131 hizmetleri olmak \u00fczere birinci basamak sa\u011fl\u0131k hizmetleri g\u00fc\u00e7lendirildi, \u00e7a\u011fda\u015f sa\u011fl\u0131k anlay\u0131\u015f\u0131n\u0131n temel unsurlar\u0131 aras\u0131nda yer alan aile hekimli\u011fi uygulamas\u0131 da ba\u015flat\u0131larak t\u00fcm \u00fclkede yayg\u0131nla\u015ft\u0131r\u0131ld\u0131.<\/p>\n\n\n\n<p>Bebek \u00f6l\u00fcm h\u0131z\u0131nda geli\u015fmi\u015f \u00fclkelerin 30 y\u0131lda kat etti\u011fi mesafeyi \u00fclkemiz son sekiz y\u0131la s\u0131\u011fd\u0131rmay\u0131 ba\u015fard\u0131. Ayn\u0131 ba\u015far\u0131, anne \u00f6l\u00fcm h\u0131z\u0131nda da g\u00f6sterildi. OECD \u00fclkelerinin anne \u00f6l\u00fcmlerinde 23 y\u0131lda kat etti\u011fi mesafeyi \u00fclkemiz yine son sekiz y\u0131la s\u0131\u011fd\u0131rd\u0131.<\/p>\n\n\n\n<p>B\u00f6ylece sa\u011fl\u0131k hizmetlerinin kalitesi artt\u0131, insanlar\u0131n sa\u011fl\u0131k hizmetlerine eri\u015fimi kolayla\u015ft\u0131 ve vatanda\u015flar\u0131n sa\u011fl\u0131k hizmetlerinden memnuniyeti 2003 Y\u0131l\u0131nda y\u00fczde 39 iken, 2011 y\u0131l\u0131nda y\u00fczde 80\u2019i ge\u00e7ti.<\/p>\n\n\n\n<p><strong>Sa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131n\u0131n Uygulama Sonu\u00e7lar\u0131<\/strong><\/p>\n\n\n\n<p><strong>Sa\u011fl\u0131k G\u00f6stergelerindeki \u0130yile\u015fmeler<\/strong><\/p>\n\n\n\n<p>T\u00fcrkiye, DSO taraf\u0131ndan yap\u0131lan s\u0131n\u0131flamada orta-\u00fcst gelir grubu \u00fclkeleri aras\u0131nda olmas\u0131na ra\u011fmen ula\u015ft\u0131\u011f\u0131 sa\u011fl\u0131k g\u00f6stergeleri \u00fcst gelir grubu \u00fclkelerle kar\u015f\u0131la\u015ft\u0131r\u0131lacak haldedir.<\/p>\n\n\n\n<p><strong>\u00d6\u011frenilen Temel Dersler:<\/strong><\/p>\n\n\n\n<p>Sa\u011fl\u0131k Sistemlerinin G\u00fc\u00e7lendirilmesinde bu tarz devasa (big-bang) reform ihtiya\u00e7lar\u0131n\u0131 kademe kademe ilerleyen bir yakla\u015f\u0131mla dengelemek bir\u00e7ok \u00fclkenin hedefidir. Bu iki yakla\u015f\u0131m\u0131n nas\u0131l dengelenece\u011fine dair T\u00fcrkiye\u2019den \u00f6\u011frenilecek bir\u00e7ok husus vard\u0131r. Hastane \u00f6zerkli\u011fi veya devlet hastanelerinin \u00f6zelle\u015ftirilmesi bir\u00e7ok \u00fclkede politik olarak en \u00e7ok tart\u0131\u015fmal\u0131 reformlar aras\u0131nda yer alm\u0131\u015ft\u0131r. Bundan dolay\u0131, bu \u00f6nemli Sa\u011fl\u0131k Sistemleri G\u00fc\u00e7lendirilmesi reformunda \u00fclkelerin \u00e7ok az ilerleme kaydetmesi bir s\u00fcrpriz say\u0131lmamaktad\u0131r. Yine de, kamu hastane reformu olmadan, Sa\u011fl\u0131k Sistemleri G\u00fc\u00e7lendirilmesinin \u00f6nemli bir \u00f6\u011fesi tamamlanmam\u0131\u015f olacakt\u0131r. Bu durum kalite, verimlilik ve hakkaniyet hedeflerinin elde edilmesini etkilemi\u015ftir.<\/p>\n\n\n\n<p>\u00dclkemiz, hizmet sunumu \u00fczerine (\u00f6zellikle yoksul kesim i\u00e7in) b\u00fcy\u00fck ve h\u0131zl\u0131 etkisi olan kademeli de\u011fi\u015fiklikler ger\u00e7ekle\u015ftirmi\u015ftir. Bu tecr\u00fcbelere dayanarak, kamu hastane reformuna uzun vadeli bakmak m\u00fcmk\u00fcn olacakt\u0131r. Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131, t\u00fcm sekt\u00f6rlerde sa\u011fl\u0131k sorumlulu\u011funa dair fark\u0131ndal\u0131\u011f\u0131 art\u0131rman\u0131n ve iyile\u015fmi\u015f sa\u011fl\u0131\u011fa do\u011fru sekt\u00f6rler aras\u0131 eyleme liderlik etmenin \u00f6neminin fark\u0131nda hareket etmektedir. 2010 y\u0131l\u0131nda Ba\u015fbakan Recep Tayyip Erdo\u011fan, DSO Genel Direkt\u00f6r\u00fc\u2019n\u00fcn K\u00fcresel Sigara ile M\u00fccadele 2010 Y\u0131l\u0131 \u00d6zel \u00d6d\u00fcl\u00fc\u2019n\u00fc alm\u0131\u015ft\u0131r. Bakanl\u0131k; uluslararas\u0131 sa\u011fl\u0131k turizminin ilgisini \u00e7ekecek uluslararas\u0131 tan\u0131nmay\u0131 elde etmek amac\u0131yla uluslararas\u0131 i\u015fbirli\u011fini geli\u015ftirerek, uluslararas\u0131 kalk\u0131nmay\u0131 destekleyerek ve T\u00fcrk sekt\u00f6r\u00fcnde sa\u011flanan kalite iyile\u015fmesini devam ettirerek bu hususta \u00fclkemizde ve uluslararas\u0131 alanda liderlik yapma ihtiyac\u0131n\u0131n fark\u0131ndad\u0131r. Di\u011fer taraftan, Sa\u011fl\u0131k Bakanl\u0131\u011f\u0131 T\u00fcrkiye\u2019de bir Kamu-\u00d6zel Ortakl\u0131\u011f\u0131 stratejisi uygulamay\u0131 planlamaktad\u0131r. Bu stratejinin y\u00fcksek kal<\/p>\n\n\n\n<p>itedeki hizmetleri en d\u00fc\u015f\u00fck fiyatlarla sunmada kamu ve \u00f6zel hastaneler aras\u0131nda bir i\u015fbirli\u011fi tesis etmesi beklenebilir. KOO hastalara y\u00fcksek maliyetli ve d\u00fc\u015f\u00fck hacimli hizmetleri sunma noktas\u0131nda hizmet al\u0131m\u0131 i\u00e7in kolayla\u015ft\u0131r\u0131c\u0131 ve h\u0131zland\u0131r\u0131c\u0131 olabilir. Hizmet al\u0131m\u0131 uygulamalar\u0131ndaki mevcut gidi\u015fat g\u00f6stermektedir ki, te\u015fhis ve tedavi hizmetlerinin hizmet al\u0131m\u0131 geni\u015flemektedir. Bu nedenle, ulusal ve uluslararas\u0131 kurulu\u015flar i\u00e7in ku\u015fkusuz yeni pazar f\u0131rsatlar\u0131 ortaya \u00e7\u0131kacakt\u0131r.<\/p>\n\n\n\n<p>Augurzky ve Scheuer\u2019in de not etti\u011fi gibi, Almanya\u2019daki vaka ile de ili\u015fkili bir bi\u00e7imde, e\u011fer T\u00fcrk hizmet firmalar\u0131 h\u0131zl\u0131 bir bicimde kendilerini hastaneler i\u00e7in cazip hale getirmezlerse kimse di\u011fer \u00fclkelerden hizmet firmalar\u0131n\u0131n sa\u011fl\u0131k piyasas\u0131na girmelerine \u015fa\u015f\u0131rmamal\u0131d\u0131r.<\/p>\n\n\n\n<p><strong>T\u00fcrkiye\u2019de Sa\u011fl\u0131k Hizmetleri: Geri Kalm\u0131\u015fl\u0131ktan Liderli\u011fe<\/strong><\/p>\n\n\n\n<p>\u201cYakla\u015f\u0131k on y\u0131l \u00f6nce, T\u00fcrkiye\u2019de sa\u011fl\u0131k sistemi sadece Ekonomik \u0130\u015fbirli\u011fi ve Kalk\u0131nma \u00d6rg\u00fct\u00fc (OECD)\u2019nun di\u011fer \u00fclkeleri taraf\u0131ndan de\u011fil, di\u011fer y\u00fcksek orta gelirli \u00fclkeler taraf\u0131ndan da geri kalm\u0131\u015f olarak de\u011ferlendirilmekteydi. T\u00fcm vatanda\u015flar\u0131n sa\u011fl\u0131k hizmetlerine e\u015fit eri\u015fimine ili\u015fkin anayasal haklar ve ger\u00e7ekler aras\u0131nda fark bulunmaktayd\u0131. Sa\u011fl\u0131k, \u00f6nemli idi; ama yine de politik g\u00fcndemde nadiren ele al\u0131nmaktayd\u0131. Ge\u00e7en zaman zarf\u0131nda, komplike bir sa\u011fl\u0131k sisteminin nas\u0131l do\u011fru y\u00f6ne y\u00f6nlendirilece\u011fi, verimlili\u011fi ve finansal s\u00fcrd\u00fcr\u00fclebilirli\u011fi iyile\u015ftirirken, giderek artan iddial\u0131 vatanda\u015fl\u0131k, demokratik ve \u00e7o\u011fulcu devlet yap\u0131s\u0131na ba\u011fl\u0131 olarak de\u011fi\u015fen ihtiya\u00e7lar ve tercihlere nas\u0131l adapte edilebilece\u011fi konusu sorun te\u015fkil etmektedir. Bunlar di\u011fer OECD ve AB \u00fcye \u00fclkelerinin de bug\u00fcn kar\u015f\u0131 kar\u015f\u0131ya olduklar\u0131 sorunlard\u0131r.<\/p>\n\n\n\n<p><strong>DS\u00d6 Genel Direkt\u00f6r\u00fc Say\u0131n Dr. Chan\u2019in Mektubu<\/strong><\/p>\n\n\n\n<p>D\u00fcnya Sa\u011fl\u0131k \u00d6rg\u00fct\u00fc Genel Direkt\u00f6r\u00fc Say\u0131n Margaret Chan Say\u0131n Bakan\u0131m\u0131za g\u00f6nderdi\u011fi 4 May\u0131s 2011 tarihli mektubunda \u00f6zetle \u015funlar\u0131 s\u00f6ylemektedir:<\/p>\n\n\n\n<p>\u201cSay\u0131n Bakan,<\/p>\n\n\n\n<p>De\u011fi\u015fik vesilelerle \u00fclkenizi ziyaret etme f\u0131rsat\u0131 buldum. Bu ziyaretler esnas\u0131nda T\u00fcrkiye\u2019nin son 8-10 y\u0131lda sa\u011fl\u0131k alan\u0131nda elde etti\u011fi s\u0131ra d\u0131\u015f\u0131 ilerlemeden \u00e7ok etkilendim. Bu H\u00fck\u00fcmetin toplumun sa\u011fl\u0131\u011f\u0131na y\u00f6nelik olarak ortaya koydu\u011fu g\u00fc\u00e7l\u00fc taahh\u00fctlerin bir delilidir. 2003 y\u0131l\u0131nda temel halk sa\u011fl\u0131\u011f\u0131 sorunlar\u0131na y\u00f6nelik olarak uygulamaya ba\u015flanan \u201cSa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm Program\u0131\u201d \u00f6zellikle anne ve bebek \u00f6l\u00fcm h\u0131zlar\u0131, sigara i\u00e7me oranlar\u0131 ve a\u015f\u0131lama kapsam\u0131 gibi alanlarda \u00e7ok etkileyici iyile\u015fmeler meydana getirmektedir. DSO\u2019nun hali haz\u0131rda T\u00fcrk H\u00fck\u00fcmeti ile var olan m\u00fckemmel ili\u015fkilerini ve \u015fahs\u0131n\u0131z\u0131n k\u00fcresel sa\u011fl\u0131k konular\u0131ndaki ki\u015fisel gayretini takdirle kar\u015f\u0131l\u0131yor, s\u00fcregelen i\u015fbirli\u011fimizin devam\u0131n\u0131 diliyorum.\u201d<\/p>\n\n\n\n<p><strong>Sa\u011fl\u0131kta 2023 Vizyonu<\/strong><\/p>\n\n\n\n<p>1. Maddi durumu ne olursa olsun, insan\u0131m\u0131z\u0131 birbirinden ay\u0131rmadan \u00fclkemizin birinci s\u0131n\u0131f vatanda\u015f olarak g\u00f6rmeye devam edece\u011fiz. Vatanda\u015flar\u0131m\u0131z\u0131n hamilelik, do\u011fum, \u00e7ocukluk, ergenlik, gen\u00e7lik ve ya\u015fl\u0131l\u0131k d\u00f6nemlerinde, yani hayatlar\u0131 boyunca sa\u011fl\u0131klar\u0131n\u0131 ad\u0131m ad\u0131m takip edece\u011fiz.<\/p>\n\n\n\n<p>2. 2003 y\u0131l\u0131nda hamileli\u011fe ba\u011fl\u0131 olu\u015fan anne olum oran\u0131 y\u00fcz binde 61 iken bu oran\u0131 hic g\u00f6r\u00fclmemi\u015f bir h\u0131zla d\u00fc\u015f\u00fcrd\u00fck. OECD \u00fclkelerinin 23 y\u0131lda geldi\u011fi yere 8 y\u0131lda ula\u015ft\u0131k. Bug\u00fcn y\u00fcz binde 16,4 olan hamileli\u011fe ba\u011fl\u0131 anne \u00f6l\u00fcm oran\u0131n\u0131 2015\u2019te y\u00fcz binde 10\u2019un, 2019\u2019da 8\u2019in, 2023\u2019te y\u00fcz binde 6\u2019n\u0131n alt\u0131na indirece\u011fiz.<\/p>\n\n\n\n<p>3. 2003 y\u0131l\u0131nda bir ya\u015f\u0131na gelmeden kaybetti\u011fimiz bebeklerin oran\u0131 binde 29 idi. Bu oran\u0131da hi\u00e7 g\u00f6r\u00fclmemi\u015f bir h\u0131zla d\u00fc\u015f\u00fcrd\u00fck. OECD \u00fclkelerinin 30 y\u0131lda geldi\u011fi yere 8 y\u0131lda ula\u015ft\u0131k. Bug\u00fcn binde 10,1olan bebek \u00f6l\u00fcm oran\u0131n\u0131 2015\u2019te binde 7, 2019\u2019da binde 6, 2023\u2019te binde 5\u2019in alt\u0131na indirece\u011fiz.<\/p>\n\n\n\n<p>4. Mevcut haliyle acil sa\u011fl\u0131k hizmetlerine cevap verebilecek kapasiteye ula\u015fm\u0131\u015f olan 2.500 ara\u00e7l\u0131k 112 filomuza 2015 y\u0131l\u0131na kadar 800 adet tam donan\u0131ml\u0131 112 ambulans daha ilave edece\u011fiz. Bunun yan\u0131 s\u0131ra 3 ya\u015f ustu ambulanslar\u0131 sistemden \u00e7\u0131kararak 2.750 ambulansl\u0131k gen\u00e7 bir filoya sahip olaca\u011f\u0131z.<\/p>\n\n\n\n<p>5. Sa\u011fl\u0131k, sosyal ya da ekonomik \u015fartlar\u0131 nedeniyle \u00f6zel ihtiyac\u0131 olan ki\u015filerin, \u00f6zellikle \u00f6z\u00fcrl\u00fclerin ihtiya\u00e7 duyduklar\u0131 sa\u011fl\u0131k hizmetine daha kolay ula\u015fmas\u0131n\u0131 sa\u011flayaca\u011f\u0131z. Bak\u0131ma muhta\u00e7 bu hastalar\u0131n hastane d\u0131\u015f\u0131nda yap\u0131lmas\u0131 m\u00fcmk\u00fcn olan t\u0131bbi bak\u0131m ve rehabilitasyonlar\u0131n\u0131n, ki\u015finin kendi evi ve aile ortam\u0131nda yap\u0131lmas\u0131n\u0131 ve hastanede kal\u0131\u015f s\u00fcrelerinin k\u0131salt\u0131lmas\u0131n\u0131 hedefliyoruz. 2010 y\u0131l\u0131nda uygulamaya ba\u015flad\u0131\u011f\u0131m\u0131z evde sa\u011fl\u0131k bak\u0131m\u0131 hizmeti ile 10 bin hastaya ula\u015ft\u0131k. 2011 y\u0131l\u0131nda 70 bin ki\u015fiye ula\u015fmay\u0131 planl\u0131yoruz. Hedefimiz 2015 y\u0131l\u0131nda \u00fclkemizde evde bak\u0131m hizmeti ihtiyac\u0131 duyanlar\u0131n tamam\u0131na (150 bin ki\u015fi) bu hizmeti ula\u015ft\u0131rmakt\u0131r.<\/p>\n\n\n\n<p>6. Ya\u015fl\u0131 insanlar\u0131m\u0131za \u00e7ok kaliteli bir sa\u011fl\u0131kl\u0131 hayat imk\u00e2n\u0131 sunaca\u011f\u0131z. Ya\u015fl\u0131lar\u0131m\u0131z daha aktif ve sa\u011fl\u0131kl\u0131 olacak. Ya\u015fl\u0131lar\u0131m\u0131za bak\u0131m hizmetlerini d\u00fcnya standartlar\u0131n\u0131n \u00fczerine \u00e7\u0131karaca\u011f\u0131z. Gereken hallerde ya\u015fl\u0131lar\u0131m\u0131za kendi evlerinde hizmet veriyor olaca\u011f\u0131z.<\/p>\n\n\n\n<p>7. Kamu-\u00d6zel Ortakl\u0131\u011f\u0131 (KOO) modeli ile sa\u011fl\u0131k tesisleri, AR-GE birimleri, y\u00fcksek teknoloji merkezleri, sosyal ya\u015fam alanlar\u0131, sa\u011fl\u0131k bilimleri \u00fcniversitesi ve b\u00fcy\u00fck rekreasyon alanlar\u0131n\u0131n bir arada bulundu\u011fu \u015fehir hastaneleri olu\u015fturuyoruz.<\/p>\n\n\n\n<p>8. Sa\u011fl\u0131k turizminde Avrupa, Ortado\u011fu, Afrika, Orta Asya ve Rusya b\u00f6lgesinin merkezi olaca\u011f\u0131z.<\/p>\n\n\n\n<p>9. Sa\u011fl\u0131kta insan g\u00fcc\u00fc eksi\u011fini kapatmak amac\u0131yla t\u0131p fak\u00fcltesi kontenjan\u0131n\u0131 4.500\u2019den 7.500\u2019e \u00e7\u0131kard\u0131k. Bu say\u0131y\u0131 10 bine, hem\u015firelik kontenjan\u0131n\u0131 ise 20 bine \u00e7\u0131karmak i\u00e7in YOK ile yapt\u0131\u011f\u0131m\u0131z i\u015fbirli\u011fini s\u00fcrd\u00fcrece\u011fiz. Hekim say\u0131s\u0131 artt\u0131k\u00e7a \u00f6zel sekt\u00f6rde daha \u00e7ok hekim istihdam\u0131na imk\u00e2n verilecek. Bug\u00fcn 120 bin olan doktor say\u0131s\u0131n\u0131 2015\u2019te 130 bine, 2019\u2019da 155 bine, 2023\u2019te 200 bine yani yakla\u015f\u0131k 2 kat\u0131na \u00e7\u0131karaca\u011f\u0131z. \u015eu anda163 bin olan ebe hem\u015fire say\u0131s\u0131n\u0131 2015\u2019te 238 bine, 2019\u2019da 310 bine, 2023\u2019te 2,5 kat\u0131na yani 400 bine \u00e7\u0131karaca\u011f\u0131z. Toplamda 650 bin olan sa\u011fl\u0131k sekt\u00f6r\u00fcnde \u00e7al\u0131\u015fan say\u0131s\u0131n\u0131 da 2015\u2019te 715 bine, 2019\u2019da 853 bine, 2023\u2019te yakla\u015f\u0131k 2 kat\u0131na \u00e7\u0131kararak 1 milyon 100 bine ula\u015ft\u0131raca\u011f\u0131z. B\u00f6ylece vatanda\u015f\u0131m\u0131z\u0131n hak etti\u011fi kalitede sa\u011fl\u0131k hizmetini s\u00fcrd\u00fcr\u00fclebilir k\u0131laca\u011f\u0131z.<\/p>\n\n\n\n<p>10. Vatanda\u015f\u0131m\u0131z geli\u015ftirilen en yeni t\u0131bbi teknolojileri en ucuza kullanmaya devam edecek. Y\u00fcksek sa\u011fl\u0131k teknolojisini T\u00fcrkiye\u2019ye cezbedecek te\u015fvik ve sat\u0131n alma uygulamalar\u0131n\u0131 yayg\u0131nla\u015ft\u0131raca\u011f\u0131z.<\/p>\n\n\n\n<p>11. Vatanda\u015f\u0131m\u0131z sa\u011fl\u0131k ile ilgili her t\u00fcrl\u00fc hizmetleri alabilecek. En kaliteli, en \u00e7a\u011fda\u015f, en h\u0131zl\u0131 ve en yayg\u0131n hizmetlerin geli\u015ftirilmesi ile ki\u015fi ba\u015f\u0131na yap\u0131lan sa\u011fl\u0131k harcamas\u0131 2015\u2019te bin dolar, 2019\u2019da bin 500, 2023\u2019te 3 kat\u0131na \u00e7\u0131kacak, 2 bin dolar olacak. Fakat bu art\u0131\u015f vatanda\u015f\u0131m\u0131za y\u00fck getirmeyecek. \u00c7\u00fcnk\u00fc son 8 y\u0131ld\u0131r sa\u011fl\u0131k reformlar\u0131 ile kamusal alanda elde edilen verimlilik artarak devam edecek. Yani benzer kalitede hizmet sunan \u00fclkelere k\u0131yasla, daha az harcama ile daha kaliteli bir hizmet verece\u011fiz.<\/p>\n\n\n\n<p>12. T\u00fcrkiye art\u0131k d\u00fcnya \u00e7ap\u0131nda \u00f6zg\u00fcn bir model olan \u201cSa\u011fl\u0131kta D\u00f6n\u00fc\u015f\u00fcm\u201d\u00fc daha da geli\u015ftirerek k\u00fcresel sa\u011fl\u0131k g\u00fcndemini olu\u015fturmada liderler aras\u0131nda yer alacak. D\u00fcnya ile sa\u011fl\u0131k alan\u0131ndaki i\u015fbirli\u011fimizi geli\u015ftirerek art\u0131raca\u011f\u0131z.<\/p>\n\n\n\n<p>13.
